    1. COI don't think this is true. Specifically from the docs: Product IDs are unique across an application's namespace. A product ID must start with a lowercase letter or a number, and must be composed using only lowercase letters (a-z), numbers (0-9), underlines (_), and dots (.). The product ID "android.test" is reserved, as are all product IDs that start with "android.test." In addition, you cannot modify an item's product ID after it is created, and you cannot reuse a product ID. http://developer.android.com/google/play/billing/billing_admin.html

    2. COI see similar (poor) conversion via Google Play. One small silver lining is that sometimes the same users will try multiple times and each failure will appear as its own decline in the Wallet/Merchant portal. You can infer that it's the same user because you'll see the same zip code in subsequent failures, a few minutes apart. Other than that there is no actual way to know its the same user failing. The Wallet/Merchant portal is absurdly crappy, given its 2013 and we're talking about an effort by a company the size of Google. It's actually gotten worse as the old portal gave more intel.

    3. COI can confirm this issue on my Wallet merchant portal as well. It's only gotten worse in the past few days. I use to be able to navigate to the 3rd page. Now I can't even navigate to the second page. I talked to a first line tech support person who had me go through the standard "clear browser cache" exercise, which did nothing. They also asked me to submit a screenshot, although I had already submitted 5 pevious screenshots (no exaggeration). Rant: pretty unbelievable this is an acceptable bug for a merchant processing portal, and would persist for days on end. ... *sigh*... Google.
