    <p>I managed to create an issue (requirement) using perl with SOAP::Lite. The key is to build the request using arrays and defining the types using SOAP::Data->type(). I couldn't fill in the fix version using the 'fixVersions' attribute, but I did it through the custom field 'customfield_10040'.
