    1. COI wanted to put my log4j.xml file in WEB-INF/conf directory where I have many other configuration files. And I wanted the web application to read log4.xml from there.

    3. COif I do that it still searches for the file in tomcat/bin/ directory when I use `DOMConfigurator.configure("log4j-my.xml");` I would expect it to search in tomcat/webapps/myapp/WEB-INF/config
