If they don't, then you need to buy additional CALs for them.</p>

    1. COThanks making it more clear. So if I understand correctly one must purchase at a minimum VS Pro or Test in order for firmware programmers using non-microsoft tools to use TFS Source Control? I was hoping to be able to purchase only source control without the compilers instead of buying compilers they are not using.

    2. CO@JonN A CAL would suffice in that case. Visual Studio happens to come with a CAL, but you can buy them standalone.
