COThis is "normal" HTML - you usually don't use it, because it is much easier and better to include images by using a src-attribute, but you can also (as shown in your mail and the link I posted) include the image data in your HTML code - what makes the file bigger, but if you want to send a mail, it is the only way to include local images instead of linking to an external image.
